Wiltshire Police has shown continued improvement in its latest inspection by HMICFRS.
The PEEL report found stronger performance in neighbourhood policing, emergency response and crime prevention.
Inspectors highlighted faster 999 response times, with more than 90 per cent of calls answered within ten seconds.
The force was also praised for using police powers fairly and improving outcomes for victims.
Wiltshire Police had previously been placed in special measures in 2022 but was removed from the process in 2024 after making progress.
Despite improvements, inspectors say further work is needed in crime investigations and safeguarding vulnerable people.
Chief Constable Catherine Roper said the force accepts the findings and is already taking action.
She added that improving investigations and support for victims will be a key focus moving forward.
New priorities have also been set, including tackling violence, improving public safety and delivering better outcomes for victims.
